Tax Equalization:

Equalization is the process by which an expatriate or foreign national’s tax liability is adjusted so that the employee pays no more or no less income tax than they would if they were to stay in their home country. Under this tax protection, a “hypothetical” tax is calculated. This is done by figuring out what the employee would have earned had they not been assigned overseas. In other words, it is their estimated home country earnings, excluding any foreign compensation. Taxes are withheld from the employee’s paycheck, which is in essence, the hypothetical tax.

An expatriate working in a foreign country that has a higher tax rate than their home country would only be responsible to the extent of their tax in their home country. In the reverse scenario where the foreign tax is less than the tax in the employee’s home country, the employee is only liable to the extent of the foreign tax. The employer will retain any benefit or assume any burden as a result of these two situations.
